More than 120 new walking groups registered with the Toshima Ward office between January and June this year, up from 85 in the same period of 2025.
The increase tracks a steady rise in residents seeking low-cost ways to stay active after the ward expanded its health promotion program last autumn. Groups meet on fixed schedules along streets that already see heavy foot traffic, reducing the need for new permissions or equipment.
Routes already mapped in Ikebukuro
One established loop starts at the south exit of Ikebukuro Station and follows Meiji-dori Avenue for 2.8 kilometres before turning into Minami-Ikebukuro Park. Another option begins at the east side of Sunshine City and circles the block bounded by Otome Road and Nishi-Ikebukuro 1-chome, covering 3.1 kilometres in about 45 minutes. Both paths pass public toilets and vending machines every 800 metres.
The Toshima Ward Health Promotion Program supplies free route maps and a basic liability waiver form at its counter on the second floor of the ward office building on Meiji-dori. Participants pay nothing to join; the only cost is an optional 300-yen name tag if a group orders them through the ward’s approved printer.
First steps for a new group
Pick a consistent meeting time and post a notice on the ward’s online bulletin board or at the notice board outside Seibu Ikebukuro Station. Limit the first outing to six people so everyone can be heard when deciding pace and distance. After three sessions, file the group name and contact details with the ward office to receive an official stamp that allows use of park benches for stretching without advance booking.
Groups that register by the 15th of each month are listed in the next edition of the ward newsletter, which reaches 78,000 households. That listing has brought in an average of four new members per group within the first month, according to the ward’s June activity report. Once established, the same process works for adding evening sessions or extending routes toward nearby neighbourhoods such as Komagome.
