The amendments respond to the 2025 Yanaka Housing Needs Assessment, which documented a shortfall of 4,200 units and average rents rising 14 percent since 2023. Council members cited the assessment during the meeting when they rejected a proposal to delay implementation until 2027.

Residents in the North Ward near the municipal library may see new rental buildings within 18 months, while property owners in the East Ward can now convert larger lots into duplexes without seeking variances. The legislation states that projects under 12 units will receive expedited review, cutting the average approval time from nine months to four. The fiscal impact statement attached to the ordinance projects that the additional density will generate 2,500 new housing units by 2031 while adding 1.2 million yen in annual property-tax revenue to the city budget. Local advocates note that the same document forecasts only modest increases in traffic on the two main arterials serving the rezoned areas.

City planning staff will begin accepting applications under the new rules on August 15.
