Yanaka City Council on July 7 approved a 2.5 million yen increase to the Community Welfare Fund, bringing its total to 17.5 million yen for the 2026-2027 fiscal year. The measure passed with an 8-3 vote and will fund expanded home-visit services for seniors and after-school programs for children under 12. The decision follows a review of the 2025-2026 budget papers, which showed that 420 households had waited more than four weeks for initial home-care assessments. Changes to Local Service Delivery
Yanaka residents who currently receive limited home-help visits will become eligible for up to three additional hours per month once the new coordinators begin work in September. Families with children enrolled in after-school programs at the Yanaka Community Hall can apply for extended care until 7 p.m., up from the current 5 p.m. cutoff. The legislation specifies that priority will go to households with incomes below 3.5 million yen annually.
Budget figures released by the council finance office show the increase will be drawn from unspent capital reserves rather than new taxation. The same documents project that 180 additional seniors and 95 children will receive services by December 2026 if uptake matches 2025 rates.
Implementation Timeline
Applications for the expanded programs open on August 1 through the Yanaka City website and at ward offices. The government says the first new home visits will begin by September 15, while after-school extensions will start on September 1. Council staff will hold two information sessions at the Yanaka Library on July 22 and July 29 to explain eligibility rules.
Further adjustments to the fund will be reviewed during the mid-year budget update scheduled for January 2027, when actual enrollment numbers and service costs will be reported to the full council.
