Shimokitazawa Ward Council Approves 2026 Streetscape Budget, Reshaping Access for Kitazawa-Dori Retailers and Drivers
The July 7 vote directs 120 million yen toward pedestrian upgrades on three central blocks, changing daily routines for shop staff, customers and vehicle users in the ward.

The Shimokitazawa Ward Council voted 18-7 on July 7 to approve the Streetscape Improvement Allocation drawn from the 2026 fiscal year general account. The measure funds raised crosswalks, widened footpaths and reduced on-street parking bays along Kitazawa-Dori, Shimo-Kitazawa Station south exit and the adjacent Daizawa block. Retail operators on those stretches gain extended pavement space while drivers lose 87 marked parking spots.
The decision follows the ward's March 2026 traffic count report that recorded 14,200 pedestrians per hour on weekday evenings between 6 and 8 p.m. Council documents state the allocation responds to repeated requests from the local merchants association for clearer walking routes after several minor collisions last year.
Daily effects on residents and businesses
Shopkeepers along the three blocks will receive new loading zones open only before 10 a.m. Delivery drivers for the 62 stores counted in the ward's commercial registry will need to adjust schedules or use the municipal off-street facility 400 metres away. Residents living in the 180 nearby apartment units gain an extra 1.2 metres of pavement width on one side of each street, reducing the distance between building entrances and the nearest signalised crossing.
Commuters who drive to the area for evening work shifts at the 14 bars and live-music venues will face the removal of metered spaces previously available until midnight. The ward office projects that displaced drivers will add an average 11 minutes to evening arrival times when using the nearest paid car park on Chuo-Dori.
According to the budget paper released with the agenda, the 120 million yen covers construction contracts scheduled to begin in October 2026 and finish by March 2027. The same document lists an expected annual maintenance cost of 4.8 million yen to be drawn from the ward's roads account.
Next steps for implementation
City staff will hold two public briefings at the ward office on July 22 and 29 to explain new loading rules and revised bus stop locations. Final design drawings must be submitted to the Tokyo Metropolitan Government for review by August 15. Construction notices will be posted on each affected block by September 30.
