Odaiba District Council Approves Tourism Sustainability Levy, Aligning with Shinjuku and Shibuya Implementation

The Odaiba District Council voted 12-3 on July 7 to adopt the Tourism Sustainability Levy, a measure already in place in Shinjuku and Shibuya wards under the same national framework set out in the 2025 Tourism Promotion Act.

The decision follows a rise in annual visitors to Odaiba, which reached 11.2 million in the year to March 2026 according to Tokyo Metropolitan Government visitor data. Council records show the vote came after a review of ward budgets that identified shortfalls in funding for public facilities used by both tourists and the 25,000 local residents.

Comparison to other Tokyo wards

Under the levy, Odaiba will collect the same 200-yen nightly charge applied in Shinjuku since January 2026 and in Shibuya since October 2025. Shinjuku allocates 60 percent of proceeds to street cleaning crews, while Shibuya directs funds to park upgrades. Odaiba’s plan sets aside 70 percent for repairs to the waterfront promenade and the Yurikamome line stations, according to the council’s adopted resolution.

Local residents will see the levy appear on hotel statements for stays at properties such as the Grand Nikko Tokyo Daiba and the Hilton Tokyo Odaiba. The council estimates annual revenue of 280 million yen, based on 2025 occupancy figures published by the Tokyo Convention and Visitors Bureau. This amount is projected to cover 40 percent of current promenade maintenance costs that are now met from the general ward budget.

Next steps for implementation

Collection will begin on 1 April 2027 after the ward office issues guidance to hotel operators by December 2026. The legislation requires quarterly public reports on fund allocation, with the first report due in July 2027. Ward staff will hold two information sessions for residents in September 2026 to explain how the revenue will be spent on specific projects listed in the resolution.
