Odaiba Mayor Issues Community Services Funding Update, Expanding Support at Ward Centers

Odaiba's mayor announced an update to the local community services allocation on July 7, increasing direct grants to the ward's eight neighborhood support centers by 180 million yen for the 2026-2027 period. The change affects residents who use centers in areas such as Daiba, Aomi and Ariake for counseling, meal delivery and after-school activities.

The update follows the release of the Odaiba Municipal Budget 2026, which recorded a 4 percent rise in applications for social assistance compared with the prior year. Local government records show the centers handled 12,400 resident visits in the first quarter of 2026, covering services from employment referrals to disability support coordination.

Changes for Center Users

Residents in the waterfront districts will see expanded hours at three centers, with Aomi and Ariake locations adding evening slots on Tuesdays and Thursdays. Families seeking child-care coordination can now book appointments through a single online portal rather than separate phone lines at each hub. Seniors registered for meal programs will receive an additional two deliveries per month at the same co-pay rate listed in the 2025 fee schedule.

The legislation states that funds must be spent on staff training and direct service contracts, with no more than 8 percent permitted for administrative overhead. Policy analysts note the allocation matches the figure approved in the March 2026 council session for community welfare line items.

Implementation Timeline

Center directors have until August 15 to submit revised operating plans to the mayor's office. The government says the policy will reach full rollout by October 1, when the new grant contracts take effect. Residents can review the updated service directories posted at each center or on the Odaiba ward website beginning next week.
